Windows 11 Windows could not start the Windows Installer service on Local Computer.

I'm trying to install a program on my PC running Windows 11, but every time I do I receive a message that the Windows Installer Service could not be accessed. The log file states the following errors:[1BF0:4BA8][2023-09-21T14:08:37]e000: Error 0x80070641: Failed to install MSI package.[1BF0:4BA8][2023-09-21T14:08:37]e000: Error 0x80070641: Failed to execute MSI package.[2808:5F2C][2023-09-21T14:08:37]e000: Error 0x80070641: Failed to configure per-machine MSI package.I've read several articles of people who have had the same issue but the solutions provided do not work for me.
