Windows 10 Windows defender firewall unable to find programs when searching for them through outbound rules. How do I fix this?

I like to stop certain applications from accessing the network by blocking them however when I went to do it the other day I was getting the “C:\Windows\system32\config\systemprofile\Desktop is unavailable” error. I tried a few things such as making a folder called Desktop in the system profile, copying files from my desktop into etc.. but nothing worked. I then ran sfc /scannow and it picked up a few errors and fixed them. This fixed the no desktop error I was getting. Today I went to check whether everything was still fine.
