Windows 11 Windows don't remember folder size / position

Goodmorning.Yesterday i tried to re-install Windows 11 because on my previous Windows 11 i had a problem where when i open "file explorer" which is pinned on my taskbar it will always openon its default folder size / position . When i first install Windows 11 yesterday it worked for few minutes and after a restart the same thing started to happen.This mainly started happening after i plugged in my new monitor 1440p (I don't know if its just a coincidence)My main monitor (1440p 27) is connected to a Display port and my TV (55' ) is connected via HDMI .My windows are upscaled from options to 12
