Windows 10 Windows Error Code 0xa0000400 when trying to upgrade to Windows 11 via installation assistant

PC Health Check says that the PC is all ready for Windows 11, but when I went to install Windows 11 through the Windows 11 installation assistant, it started at 0% and then I got hit with an error code ''0xa0000400''.
