Windows 10 Windows Explorer and icons deteriorate

Using Windows 10 on the following machine:Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz 3.70 GHz Installed RAM 32.0 GB System type 64-bit operating system, x64-based processor Recently I have been having an issue with the icons for images/videos not showing the proper thumbnails. The icons will in time change to look like this: Also, the "View" and "Options" on the explorer will be shaded out so that I cannot access them.I deleted the icon cache in order to let it rebuild but that did not work, I also used "Winfilefolder" to try and fix the issue but it did not solve the problem. It works fine
