Windows 11 Windows explorer is broken after turning off Fast Startup on fresh installed Windows 11

I fresh installed Windows 11 to a new SATA SSD. Every part of the PC was brand new, as of last week, as I upgraded all parts except PC case/tower. I did the fresh install just two days ago. Yesterday, I remember that on my old boot drive SSD, my Windows 11 (Upgraded from Windows 10) had fast startup off and it hasn't caused any issues for the past 12 or more months since I upgraded to Win11. The setting was carried over from Win10.
