Windows 11 Windows Explorer pops up anytime my desktop background changes as part of my slideshow

This has been an ongoing issue since Windows 10, as far as I can tell. Is Microsoft ever going to address and fix this? The last time I ever saw someone mention this issue is a forum post from SEVEN years ago. If I have Windows Explorer open because I'm browsing through my files and then switch to focus on a different window, Explorer pops right back up whenever my desktop background changes to a different background as part of my slideshow.
