Windows 7 Windows Fax and Scan giving "busy" or no answer" when a fax machine picks up with no ring

I am having a huge issue with Windows Fax and Scan because there are several numbers that always fail. I send many faxes successfully every day, but there are certain numbers that always fail with a busy or no answer message. When I call these numbers directly, I find that most, if not all of them pick up immediately with a fax tone without ringing. Why won't the system send when it receives a fax tone? How can I force it to send without hearing a ring? I have scoured the internet for months, trying to find this exact issue posed and resolved, but have had no luck at all yet. Any useful ideas would be greatly appreciated. Thanks!
