Windows 11 windows hello in windows 11 prompts for a pin when it passes

My system is win11 23H2,windows hello will prompt to enter pin after the facial recognition passes, and the fingerprint recognition will also show to enter pin after the fingerprint recognition passes. When I used fingerprint recognition before, the identification pass will be directly entered into the system, and pin verification is not required
