Windows 11 Windows Installation stuck at 64%. Please help!

Wiped my computer and did a factory reset to sell. My computer is now saying installation is at 64% and has been “restarting” overnight. Installation appears to be at 64% when I catch a small glimpse of the flashing blue screen. How do I fix this? I’ve tried to hold the power button and I’ve tried an external drive with windows download and nothing seems to work.
