Windows 11 Windows Installer in brand new Windows 11 PC stuck in MANUAL.

Can't install Adobe Acrobat because according to it, an install is "in progress" error 1500. I"ve check task mgr details, nothing is "in progress." All advice says to STOP Windows Installer, but it is RUNNING and the STOP option is greyed-out and stuck in MANUAL. Please help!
