Windows 11 Windows Installer. V 5.0.22621.1 keeps popping up all the time

After receiving my laptop back from HP Warranty and against my wishes of upgrading to Windows 11 on my machine I am now constantly plagued by this constant pop up. Please HelpWindows ® Installer.
