Windows 10 Windows Installer Won't Run for Clean Install on New HDD

Hello!I'm hoping someone might be able to help me solve this issue - I've been reading troubleshooting articles all day and still can't get Windows to install. Here's the context: I was giving a pre-loved gaming computer that, at least in theory, only needed a new hard drive (and, of course, an OS installed on said hard drive). I've purchased and installed the new hard drive, and I have a brand new copy of Windows 10 on a disk that I am trying to install. The computer boots and brings up BIOS, it recognizes the disk drive and that the windows disk is in the drive, but it won't seem to progress
