Windows 10 Windows is playing sound at a lower pitch.

Windows is playing sound at a lower pitch, and with some noise at the background. It's not a soundcard problem, because I have an external soundcard and it's doing the same. Either on Headset or the TV I plug my computer in, doing the same.I already tried this:Redirecting help.Help, this is driving me crazy!
