Windows 11 Windows Keyboard Layout Creator Error Code 2502 & 2503

I am trying to make a new keyboard layout. Although when I converted the layout file to a install file and tried to install it I get these errors so I deleted everything and just reinstalled it but I'm now getting these errors when reinstalling it.Any reason why and what can I do to fix this?
