Windows 10 Windows problem of rules

windows is % useless i just can't understand why there are so many rules in windows last time i opened system configration then i made some changes i was in a hurry so i did't read anything and beacuseof that i am now not the adminstrater please reduce the rules (the rule was close any other application befrore restarting)
