Windows 10 windows search bar, taskbar, and monitor hotkey problem

Hello, I accidentally ended windows explorer task on windows 10 a few days ago. I can't quite remember what I did, but the windows explorer is back and working but with an extra problem. My pc started to refresh every time I tried to close/open any application from my taskbar. Another one is I cant type anything at my windows search bar. And for the last one, every time I use my hotkey to change the monitor (FN+F5 or WIN+P) it will start to flicker. Every single problem that I mentioned ONLY happens when I don't have any application opened as full screen or restore down. So every time I want
