Windows 10 Windows Speech Settings Greyed out

On windows domain devices the speech settings are greyed out when we install a language pack manually from VLSC the speech setting shows as DOWNLOAD but it then fails.Are there any recommended steps that we can complete to ensure UK ENGLISH is setup on the base image before deployment / or a way to inject speech and language packs Note - we cannot use the download optional features Group policy option on
