Windows Spotlight is not working. It has been working, but it has been a while. After an update early 2019 it worked for a few days.
After each Windows update I try again the suggestions here: Is Windows Spotlight Not Working? Here's How You Fix It
Yesterday I did a windows reinstall: How to do a repair Install using a windows 10 ISO to fix a broken windows - Your Windows Guide
I have 3 pcs and none are working. Relevant settings on all 3: No settings sync, background apps permitted etc.
Content is downloaded to *\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets but only game tiles. A few is renamed and can be viewed here: support
A search for "Windows spotlight not working" gives 130.000.000 results!
Microsoft: Drop it or fix it. How difficult could it be! Maybe it's just over engineered?
