Windows 10 Windows startup updates stuck at 94%. How to cancel it in WinPE?

When I power my PC on, the loading screen is stuck and can be described like this:<The loading animation is freezed.><it was spinning prior to 94%><once it reaches 94%, the animation stopped abruptly>Working on updates94% completeDon't turn off your computerI turned it off by holding down the power button and turn it back on again, multiple times, and everytime it just do the same thing.At this point, I'm unable to get into the system.
