Windows 10 Windows stuttering

For reference:Ryzen 5 3500Radeon 5500 4GB 8GB RamUsing an SSD for my boot drive and most everything else runs off a mechanical HDDWindows stutters, randomly the mouse will freeze for a second and then rush to catch up with my input, sometimes when I click there is a delay in the reaction when normally there isn't. When I try to run any game it's even more pronounced. I've updated all drivers to the most current ones and honestly I'm at my wits end, it even happened while typing this the cursor froze and then caught up with my inputs. Can you help me fix this?
