Windows 11 Windows update disabled graphics card

On 9/1, I updated to Windows 11 version 23H2. Upon reboot, my screen (mostly in dark areas, but on the desktop and all apps) was covered with green flickering dashes. I have rolled back to the previous version and uninstalled and reinstalled the graphics driver (NVIDIA GeForce 2070 RTX). I have uninstalled and reinstalled the card in device manager. Nothing has worked. Windows will not allow me to roll back further or roll back quality updates. The same thing happened a year ago and wasn't resolved until MS released a fix in an update several days later.
