Windows 11 Windows Update KB5030219 Not Installing

Hello.I am trying to do my Windows 11 updates and 2023-09 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5030219) is not installing. I have run the troubleshooter, and it still gets to 50% install then errors out with Installing and the error code it gives - 0x800f0831/ I have done a sfc /scannow and DISM commands and still get this error. I have tried to do a repair with a Windows 11 ISO and get the error. "The file autorun.dll could not be loaded or is corrupt. Setup cannot continue. Error code {0x7E} I have tried to do a services.mcs with Windows and BITS.I have
