Windows 10 Windows Update Standalone Installer Error 80070005 Access Denied: Why Is This Happening?

I'm trying to manually install an important update that's missing from my machine. Specifically it's update KB2999226 for 64 bit Windows 10. I think it's called the Universal C++ Runtime utility. I'm attempting to install my JAWS 2021 screenreader, and the installation failed and the error code on the failure notification indicates that this particular update is not installed. How do I fix the standalone update installer so I can manually install updates? When automatic updates are switched on, it makes my computer freeze! Here's a screenshot for ya.
