Haven't found a simple solution to this but I think I have it figured out...
Fresh windows 7 install faced with windows updates looking and looking for updates for days on end only to continue searching.
I found that the big problem laid with BITs and I think even AppIDsvc...
I noticed the service for the windows update was running and I thought that really was the only thing that really mattered, thought it might have been a mobo or software issue... Tried the quick fixes offered by microsoft to to see them fail. Looked to others with some CMD Prompt action on how to start and stop services.
I manually downloaded some updates and found they would not install and that was because the windows update service was running. If the service was stopped or disabled I could manually update with no issues. But for some reason while the update service was running and searching, updates could not be installed.
After some more reading on the prompt commands I found that the services BITS and AppID were essential for windows updates... I opened my tasked manager and looked for these services and found that they were in fact stopped. Never started unless commanded to start via CMD Prompt... And even then they would stop after roughly 15 seconds. Probably due to being idle. I tried to start these services in the task manager and they would not start. I got "access denied" messages...
So this is what I did:
1, Clicked start and in the box typed Services.msc and hit enter
2, Right Clicked Application Identity, clicked Properties, set it to automatic and started the service.
3, Right clicked Background Intelligent Transfer Service, clicked Properties, set it to automatic and started the service.
4, Closed all windows and Rebooted the PC.
5, Opened Windows Update and started the search
Not a moment after starting windows update search, it found some 200+ updates. I started the download and install from that point and all has been well...
Only thing I don't understand is why it took me four days to figure this out and why these services are set like this from a fresh install... Either way I thought I would share this as I believe this may work for someone who has the same problem I did.
