Windows 10 Windows Weirdness. Error -1603 on app installation and OneDrive not signing in and other stories.

Hi, I'm unable to install PACE Licence Support, which is something I need to install as I can't use certain audio programs without it, as it is software that validates that I own a legal copy of the program. But it won't install and so I am unable to use the software I have paid for. I get a message towards the end of the installation saying "Feature Transfer Error.Error -1603. Fatal error during installation. Consult WindowsInstaller Help." I've read numerous articles about what might be causing this problem and how to try and fix it, but alas none of them have worked, including checking that
