Login issues. It started when I tried logging in this morning and my machine was asking for a password rather than the normal PIN that I had set up. It had also reverted to a microsoft account login rather than a local account. I changed it back to local account login but failed to add/reinstate the PIN. It totally ignores this. I did some research and none of the suggested options such as deleting the contents of the C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc folder and trying again. The folder now remains empty and PIN login still does not work.
I have the following related events in the event log:
- Error, SecurityCenter ID:3,The Windows Security Center Service was unable to establish event queries with WMI to monitor third party AntiVirus, AntiSpyware and Firewall.
- Error, SecurityCenter ID:16, Error while updating Windows Defender status to SECURITY_PRODUCT_STATE_ON.

New accounts are corrupt. I tried creating a new local account to see if this would have the same issue. I logged into the account and it was not healthy. The start menu would not come up. There were some "blank sheet" icons on the desktop and some blank icons on the task bar and notification bar.
I have the following related events in the event log:
- Warning, User Profile Service, ID:1534, Profile notification of event Create for component {2c86c843-77ae-4284-9722-27d65366543c} failed, error code is Not implemented
System Restore not working. I had recently created a restore point, so I tried restoring but this also failed. After the reboot, the system says that the restore failed because it could not access a file. Research suggested disabling AV and trying again. I have Windows Defender which I disabled and tried again but this failed in the same way.
Further research suggested that booting to safe mode would likely help, so I booted into safe mode and could not run System Restore because the "System Protection tab was not showing under System Properties.
I have the following related events in the event log:
- Error, System Restore, ID:8210, An unspecified error occurred during System Restore: (IIF_MSI). Additional information: 0x80070005.
SFC /SCANNOW shows no errors.
To me it seems that something failed during a background system update and now the system is somewhat screwed up. Short of rebuilding, I feel as if I am stuck! I really don't want to go through the effort of rebuilding and reinstating all the applications.
Can anyone suggest any other options?
