Windows 10 Windows with Multiple Screens, How to Open Browsers, Apps or Windows File Explorer on Certain Screens

Does anyone know how Windows determines which screen to use when opening browsers, apps or Windows File Explorer?It all seems very random, sometimes screen 1, 2 or 3. Would like to know if there's a way to determine or select a screen to use. Thanks!
