Windows 11 Windows wont Shutdown or Sleep

I want to apologize if this comes off as a jumbled mess. It's an odd issue that I am very confused about. Any advice is greatly appreciated.When I go to shutdown PC inside of Windows 11, the computer shuts down like normal and then stays off around 3 seconds and powers itself back on. It will not stay off when shutting down inside of Windows unless I flip the switch on the power supply. I can hold down the power button while the PC is running and it will shutdown as it should. When I put computer to sleep all fan lights go off, then they all power back up and spin with not way to wake it.

Windows 11 Windows 11 will not shut down or sleep through OS, or closing the lid. Only a Hard Shutdown will turn off the computer.
