Windows 10 Winows won't startup. No restore points available in system restore.

Dell owner

Windows 10 froze and did forced power off. Error opening windows now. There are no restore points available in system restore. I can open in safe mode. It won't reset the pc and reinstall windows from the cloud, it freezes before starting.
