Windows 11 Won't load to add a pin for new laptop

I just got a Windows 11 laptop, it's a new laptop all together I haven't had one in a long time, I went to set up new PC and ofc it wants to set a pin for safety on the laptop, the issue, it won't load off the screen to put the pin in it, sometimes it'll load or stop loading as well and I'm unsure on what to do about this.
