Windows 10 Xbox App and Microsoft Store prevents game downloands by requiring Visual C++ 2015 UWP Desktop Runtime Package to download first, but Visual C++ 2015

Every time that I go to download a game from the xbox app or microsoft store that is over 1GB, the xbox app/microsoft store first tries to download Visual C++ 2015 UWP Desktop Runtime Package first. The issue is that the microsoft store page for Visual C++ 2015 UWP Desktop Runtime Package appears to be bugged, and I cannot download it. I have tried canceling the downloads and downloading just the package by itself and it does not work. I cannot find the page online to download it manually either.
