Windows 10 Xbox Wireless Adapter, controller powers off as soon as it connects to the adapter

Xbox Support said I should contact PC support for this topic. I am trying to connect my Xbox Series controller to PC using the Xbox Wireless Adapter for Windows 10. I am having an issue where on every power cycle of my PC, I can connect the controller once and it be just fine. However, if I turn the controller off and then try to connect it again, the controller will turn itself off after a couple seconds of being connected, it is NOT a disconnect, as the controller would not turn itself off if there was interference, only seek for another connection point.
