Windows 11 Your it administrator has limited access to some areas of this app on windows defender/virus and threat protection

My virus and threat protection menu cant be opened for the last month or so, i have no 3rd party antivirus installed nor school or work email, even tried clean installation of windows, still not solved, maybe anyone could help? it shown " your it administrator has limited access to some areas of this app ", have tried everything from installing malwarebytes to uninstalling/removing defender from the registry editor, still not working as it should.
